The only issue presented on appeal is whether the district court acted within its discretion in dismissing this action, which challenges Massachusetts automobile insurance rates, on the basis of the abstention doctrine that has grown out of Burford v. Sun Oil Co., 319 U.S. 315, 63 S.Ct. 1098, 87 L.Ed. 1424 (1943), and Alabama Public Service Comm'n v. Southern Ry. Co., 341 U.S. 341
