PER CURIAM.

Defendant Saginaw Township is an unchartered Michigan township with a population of less than 50,000. A Saginaw Township zoning ordinance prohibits off-premises outdoor advertising billboards and, pursuant to that ordinance, a request by the plaintiff for construction permits to build such billboards was denied. This denial was made in spite of the fact that the plaintiff had been granted Michigan state permits...
