This is an appeal from the circuit court of Brevard County which held that chapter 67-1149, Laws of Florida, is unconstitutional in that it contains a title defect and purports to restrict the duties of the office of sheriff. Art. III, §§ 6, 11, Fla. Const. We have jurisdiction. Art. V, § 3(b)(1), Fla. Const.
