PER CURIAM:

Anton Miller, an attorney proceeding pro se, appeals from the dismissal of his amended complaint for failure to state a claim. The amended complaint essentially alleged, albeit with much confusion, that as a result of blackmail, fraud and intimidations by the appellee, an official of the Internal Revenue Service, acting by herself or in concert with others, the appellant forwarded or delivered a certain sum of money to the Internal Revenue Service...
