This action was brought pursuant to 42 U.S.C. § 1983 and § 1343(3) seeking declaratory and injunctive relief against several state and local defendants based upon the alleged unconstitutionality of T.C.A. § 53-5110(f)(1) (1977) which provides criminal sanctions for failure to pay for ambulance services.
