OPINION

STANIFORTH, J.

The California Coastal Commission (State Commission) appeals from a judgment granting a peremptory writ of mandate commanding the State Commission to recognize Pardee Construction Company's (Pardee's) claim of vested right to exemption from the permit requirements of the California Coastal Zone Conservation Act of 1972 (1972 Coastal Act).
