(1a) Petitioners sought permission from the administration of Soledad Prison to hold meetings of the Prisoners Union, at which not only inmates but outside members and guests would be present. Their request for approval of the organization as an "inmate activity group" was rejected, and a subsequent appeal to the Director of Corrections was denied.
