Brown reversing the ruling of hearing officer Susan Schoettler upholding defendants' denial of plaintiff's request for supplemental employment. Plaintiff, a polygraph examiner employed with the State Police, was denied his request on the grounds that conflict of interest potentially existed between his duties...
