This is an appeal from the dismissal of an amended complaint seeking injunctive relief. Plaintiffs, Curtis Betts and Curtis Pharmacy, Inc., filed a complaint on July 24, 1978, against the State of Illinois, Illinois Department of Revenue, Daniel Lenckos, acting director of that department, Thomas J.
