ROSS, Circuit Judge.

In this case Turner challenges the district court's1 denial of a petition for a writ of habeas corpus filed pursuant to 28 U.S.C. § 2241. Appellant contends that even where the state possesses no reasonable leads it has an obligation to conduct an investigation in order to identify an "informant." We affirm the district court's denial of the petition.
