This is a suit for damages arising out of an automobile-pedestrian accident. Named as defendants were Tami Smith and her insurer, United States Fidelity & Guaranty Company. These defendants filed third party demands against the City of Alexandria and the State of Louisiana through the Department of Transportation and Development (Office of Highways).
