The Louisiana Department of Highways (Department) appeals from judgment awarding plaintiffs damages for personal injuries, related medical expense and property damages resulting from an automobile accident in which a vehicle owned and being driven by plaintiff Gary Boue struck a cow while said vehicle was being driven southerly along Interstate 59 (1-59) in St. Tammany Parish. Boue and his guest passenger, James Slayton, Jr., were injured in the accident...
