TORRUELLA, District Judge.

On June 5, 1979 the CHARLES M, a shrimp boat of American registry and ownership, was intercepted on the high seas in the Carribean Sea, south of the Mona Passage by the United States Coast Guard Cutter GALLATIN. The point of interception was approximately 110 miles southeast of Cabo Rojo, Puerto Rico. The CHARLES M was heading in a northeast direction when first sighted.
