This is an appeal from an order granting motions for summary judgment for lack of subject matter jurisdiction. We affirm.

Northern Pueblo Enterprises, Inc. (NPEI) contracted with the Bureau of Indian Affairs (BIA) for the construction of fencing on the Hopi-Navajo Joint-Use Administration Area in Arizona. NPEI subcontracted the fencing job to D. Howard McMann.1 NPEI encountered financial difficulties, failed...
