This matter is before the Court upon plaintiffs' motion for a preliminary injunction. Plaintiffs are thirteen (13) individuals, a church, and an unincorporated association. It is alleged that the individual plaintiffs are predominately black residents of North St. Louis who have used, are using, or will use Homer G. Phillips Hospital in the future. Some of the individual plaintiffs are recipients of Medicare, Medicaid...
