Naughton brought this action individually and on behalf of his son, Timothy, a voluntarily committed resident patient of the Rhode Island Institute of Mental Health (IMH), which is operated by the Rhode Island Department of Mental Health, Retardation and Hospitals (MHRH). Timothy is diagnosed as moderately mentally retarded and as suffering from childhood schizophrenia (autism). Tranquillizers have occasionally been prescribed...
