Both of these proceedings arose out of grievances filed against petitioner as a result of efforts to change its policy regarding payments for employee lunches. In the first proceeding, petitioner had followed a uniform and consistent practice since 1942 of providing a paid lunch allowance of $1.50 for employees of the County's Department of Social Services on those days when their normal duties required them to be within the county...
