Appellees own three contiguous parcels of land in Gainesville. Parcels 1 and 2 were zoned residential pursuant to the Comprehensive Zoning Plan of 1962. Parcel 3 was zoned "Administrative/Professional" by ordinance adopted July 20, 1970. All three parcels were designated "recreation, open space and buffers" by the Comprehensive Development Plan for Gainesville Urban Area 1970 which was adopted by resolution of the City Commission September 20, 1970...
