Sari Ransum had been a teacher in the Chattooga County School System for a period of ten years and had attained a tenured status. See Code § 32-2103c. On or about March 9, 1976, she received a letter from the superintendent of schools for Chattooga County stating that her contract of employment would not be renewed for the coming year. Mrs. Ransum requested a hearing before the local board and a list of the reasons for the nonrenewal of her contract...
