A police officer, stationed on the roof of a five-story tenement building, with the aid of binoculars, observed two unknown males exchange money for a brown paper bag. The brown paper bag was then passed along to another unknown male who was seated in a "1972 gold oldsmobile." The officer on the roof by walkie-talkie informed the members of his back-up team of what he had observed and directed them to "apprehend" the "1972 gold oldsmobile". The back-up unit overtook defendant...
