Mars, 443 F.Supp. 774, (E.D.Mich.1978) (hereinafter "Mars"), the petitioner brought a motion to vacate his federal bank robbery conviction on the ground that the government had violated the Interstate Agreement on Detainers Act, 18 U.S.C.
