These are actions to review orders of the Wisconsin Department of Natural Resources (DNR). In each case the judgment appealed from reversed an order of the DNR which refused to change a Wisconsin Pollution Discharge Elimination System (WPDES) permit issued to the respective paper manufacturing companies.
