The State of New York, acting through the Health and Mental Hygiene Facilities Improvement Corporation (Corporation) as its agent, contracted through the State Office of General Services (OGS) on June 3, 1973 with Sentry Security Corporation (Sentry) to install certain electrical work at the Rockland State Hospital.
