Petitioner is a publisher. Its reporters requested admission to a meeting of city council members in the City of Newburgh. They were not permitted to attend the meeting. On a separate occasion, petitioner's reporters sought admission to a meeting of the Zoning Board of Appeals of the City of Newburgh. They were not permitted to attend a portion of that meeting.
