I. INTRODUCTION AND FACTS.

This case is before the court as an appeal from the decision of the State Personnel Board of Review affirming an order of removal of appellant from his position of employment as a sergeant for the Ohio State Highway Patrol. Sgt. Bronkar's removal was based upon violations of Article II, Sections 3a, 8a and 8b, and Article VI, Section 5a, Rules and Regulations of the Ohio State Highway Patrol.
