Plaintiff, West Calcasieu Port, Harbor Terminal District1 (hereinafter referred to as the "Port") instituted this action for a declaratory judgment seeking to determine whether or not it had a valid contract of lease with the defendant Cajun Marine Services, Inc. (hereinafter referred to as "Cajun Marine"). The lease in question, which the Port had advertised for and accepted bids on, was to cover barge storage or fleeting...
