The Carvel Company petitions to set aside an order of the National Labor Relations Board which required Carvel forthwith to sign and implement the 1975-1977 contract negotiated between Local No. 321 of the Plumbers, Steamfitters and Metal Trades, AFL-CIO, and the Pipefitting Contractors Association, Inc., of Maine, and the Board cross-petitions for enforcement of the order.
