This case concerning a series of contracts for the reclamation of scrap metal in Vietnam comes before the court on plaintiffs' exceptions to the findings and the decision of the trial judge.* Plaintiffs allege two breaches of contract by the Government, first, the Government's failure to secure expeditiously the clearance through Vietnamese customs for certain heavy equipment plaintiffs imported into Vietnam...
