Peter Gaston Kaiser appeals from his conviction of first degree murder within the special territorial jurisdiction of the United States, 18 U.S.C. § 1111 (1970), and the ensuing sentence of death by electrocution. His appeal causes us to address the survival of the executioner's trade in the federal enclave after its demise in many states at Supreme Court order.
