This appeal asks us to decide whether the U.S. Board of Parole must provide federal prison inmates with some opportunity for oral presentation of views on the Board's proposed rules governing the grant or denial of parole. The rules set up guidelines indicating the customary range of time to be served before release for various combinations of offense and offender characteristics...
