In June of 1970 petitioner entered the United States as a stowaway and in that same month voluntarily surrendered himself to the Immigration and Naturalization Service in Boston. A deportation hearing was held on September 2, 1970, at the conclusion of which the Immigration Judge found petitioner deportable, denied him the privilege of voluntary departure, denied him relief under § 243(h) of the Immigration...
