This is a pro se civil rights action brought by Gene D. Wiggins, an inmate of the Missouri State Penitentiary. Wiggins filed a petition in the District Court1 alleging that the defendants, the Honorable Philip Hess, Judge of the Circuit Court of Jefferson County, Missouri, and the Clerk of the Circuit Court of Jefferson County, Missouri, had denied him his liberty without due process of law.
