In January 1969, Larry Stead, then 24 years of age, was convicted of attempted entry into a federally insured savings and loan association with intent to commit larceny in violation of 18 U.S.C. § 2113(a). The district court for the Eastern District of Missouri imposed the maximum prison sentence of 20 years. We affirmed the conviction in United States v. Stead,
