BREITENSTEIN, Circuit Judge.

This civil rights action brought under 42 U.S.C. §§ 1981, 1983, and 2000e-16 charges officials and employees of the City of Artesia, New Mexico, with racial discrimination. The district court dismissed the action. We affirm.

The plaintiffs are 14 former employees of the City. One is a Black who sued individually and 13 are Spanish Surnamed who sued individually and on behalf of all others similarly situated. The defendants...
