SPOTTSWOOD W. ROBINSON, III, Circuit Judge:

Section 212(a)(14) of the Immigration and Nationality Act bars aliens from entering the United States to perform labor unless the Secretary of Labor certifies that qualified American workers are not available therefor, and that wages and working conditions of similarly employed American workers will not be adversely affected.
