On October 25, 1974 New England Telephone & Telegraph Company ("New England") filed a petition for "interim" rate relief with the Public Utilities Commission ("Commission"). On March 11, 1975 the Commission denied the petition. New England then, on April 7, 1975, initiated the instant proceedings for judicial review by invoking this Court's "appeal" jurisdiction under 35 M.R.S.A. §§ 303 ("Section 303 appeal") and its additional "complaint...
