The facts of the instant case are not in dispute. The defendant herein was arraigned on January 24, 1975, in the Toledo Municipal Court on a charge of violating Toledo Municipal Code Section 21-5-7, failure to yield right of way, to which he entered a plea of guilty. After his citation on the aforegoing charge, but prior to his arraignment on that charge, he was served with a summons and complaint for a violation...
