These consolidated appeals are by the same appellant from final judgments in two separate actions against Dade County. In the first action, Martin Ackman brought a petition in mandamus in order to compel the County to advertise and grant to the highest bidder a commercial concession at the Miami International Airport pursuant to Fla.
