On September 16, 1973 the defendant, Elijah Jackson, was issued two traffic tickets by the Baton Rouge City Police. The first ticket was for running a flashing red light in violation of Section 47 of the Baton Rouge City Traffic Code and the second was for driving while intoxicated in violation of R.S. 14:98.
