Dr. Julia Apter, a professor of surgery at Rush-Presbyterian-St. Luke's Medical Center, appeals the dismissal of her complaint challenging the denial of a medical training grant by the Department of Health, Education and Welfare (HEW) and the National Institutes of Health (NIH).
