On March 10, 1975, American Telephone and Telegraph Company (AT&T) filed in this court a petition for review of an order of respondent Federal Communications Commission1 that rejected proposed AT&T rate increases on the ground that they were barred by an earlier Commission order prescribing a rate of return for AT&T. Thereafter, the Commission moved to transfer the review proceeding to the United States...
