The Commission on Judicial Qualifications (hereinafter the Commission) has recommended the removal from office of Judge William D. Spruance of the Municipal Court for the San Leandro-Hayward Judicial District of Alameda County.1 Pursuant to rule 920 of the California Rules of Court,2 Judge Spruance has petitioned this court
