It is not disputed that in December of 1974, each of the petitioners was duly appointed to the position of workmen's compensation referee to fill positions for which appropriations had been made in the 1974-1975 Budget. Thereafter, the Chairman of the Workmen's Compensation Board caused each of the petitioners to be served with a notice that their positions were being abolished as of January...
