Plaintiffs are the holders of valid Class A and Class B retail beer permits as well as retail liquor permits issued by the State of Louisiana and the parish of Jackson. In reliance upon these permits, they are engaged in the business of operating retail alcoholic liquor and beverage outlets and selling of alcoholic beverages containing more than 3.2 per cent alcohol by weight in the towns of Jonesboro and Chatham, both of which are in Jackson Parish...
