LANGTRY, Judge.

This appeal is from an order to pay a civil penalty of $500 for violation of ORS 701.055(1), a part of the builders' licensing Act.

The hearing officer entered findings, conclusions and a proposed order that the petitioner forfeit a civil penalty of $100. The Builders Board ordered a $500 penalty.
