(PRINAIR) in its complaint below sought declaratory and injunctive relief against the Secretary of Labor of the Commonwealth of Puerto Rico to prevent the execution of local wage and hour laws1 asserting that the application of such laws to PRINAIR is inconsistent with federal laws regulating the aviation industry.
