Plaintiff instituted this suit against the Department of Public Safety for injunctive relief to prevent enforcement of a Department order (issued under the provisions of the implied consent law, R.S. 32:661 et seq.) suspending his driving license and registration privileges for his refusal to submit to an alcoholic analysis test.
