This action arises from a summary forfeiture proceeding instituted by the Secretary of the Treasury under 26 U.S.C. § 7325,1 which resulted in eighty-nine firearms seized from Dale Paul Glup being declared forfeited. Glup, plaintiff-appellant, filed a complaint in the United States District Court for the District of Nebraska seeking return of the eighty-nine firearms seized from him on June 8, 1970....
