Petitioners seek review in this Court by way of certiorari to the Court of Appeals for the Western Section sitting at Nashville.

We are concerned with the proper construction of Chapter 353 of the Public Acts of 1965, carried forward into Tennessee Code Annotated as Sections 28-314 through 28-318.
