Petitioner, Jack D. Morgan was convicted of the crime of non-support, a misdemeanor, and was sentenced by the Halifax County, Virginia, Juvenile and Domestic Relations Court to a twelve month term of imprisonment. Morgan did not appeal this conviction and has not sought state post conviction relief.
